——全面规范执法程序。行政执法程序规定7章140条、办理刑事案件程序规定11章360条，从实施主体、适用条件、审批层级、执行步骤、时限要求等方面对国家安全机关行政执法、刑事办案作出全流程、系统性规范，进一步提升了国家安全机关执法办案的公开性、透明度，这是国家安全机关法治建设的重大创新和重要进步，对全面推进国家安全工作法治化、以高水平安全保障高质量发展提供了有力制度支撑。
——严格遵循法律要求。《中华人民共和国反间谍法》《中华人民共和国刑事诉讼法》等作为2个部门规章的上位法，分别对国家安全机关的行政执法权、刑事侦查权作出授权性规定。2个部门规章坚持“法无授权不可为、法定职责必须为”，严格在上位法赋权的范围内对国家安全机关各项职权进行细化，没有创设任何一项执法权。同时，紧密衔接《中华人民共和国行政处罚法》《中华人民共和国行政强制法》等基础性法律和有关执法司法改革文件精神，充分借鉴其他执法部门成熟做法，确保条文规定于法有据、切实可行。
——系统加强权力监督。2个部门规章贯彻“有权必有责、用权受监督、违法必追究”理念，强化行政执法监督机制、落实行政执法责任制，将内部监督贯穿执法办案始终。健全完善回避制度、听证制度、复议复核制度、行政诉讼制度，将司法监督、群众监督、舆论监督作为国家安全机关执法办案的基本要求。公布2个部门规章，展现出国家安全机关自觉接受社会监督的法治文化，体现了国家安全机关严格规范公正文明执法的法治自信，标志着国家安全机关执法规范化建设迈上了新台阶。
